The same as for any advertising agency: 73100 (Advertising). Social media, influencer and content marketing all fall under it. Add 62012 if you also build the client's website.

Is SEO a different NIC code?

There is no dedicated SEO sub-class. An SEO/performance-marketing agency is still 73100. If the work is mostly building and maintaining websites or portals, 62012 or 63122 may fit better as the primary.

What is the NIC code for a PR firm?

A public-relations firm is generally coded to 73100 (Advertising covers PR and communications). A pure corporate-communications advisory with no media buying could alternatively sit in 70200 (management consultancy).
